This is: an incredibly fresh Scott American stamp album, 1947 edition. The cover looks virtually new because it was covered with a paper dust cover all these years. That's why it is so bright.
This album also has a few dozen used stamps in it, and some are early ones like Scott 34 from the 1851-56 series, and Scott 65 from 1861.
Some pages have hinge residue from where hinges were removed, but you can cover them up with new stamps. The pages are incredibly fresh for an album issued more than 70 years ago.
